(DIGEST AS ENACTED)

     Declares an intent to focus child welfare services on protecting the child and strengthening families and, to the extent possible, provide necessary services in the family setting.

     Encourages the services to be locally based and offered as early as possible to avoid disruption to the family, out-of-home placement of the child, and entry into the dependency system.

     Governs the release of and access to child welfare records.

     Directs the publication of a guide to state and federal juvenile confidentiality laws.

     Repeals RCW 74.14C.035.

     Provides that the act shall be null and void if appropriations are not approved.
