     Maintains tax schedule AA in effect for calendar year 1995.

     Modifies the tax rate trigger mechanism permanently in 1996.

     Directs the employment security department in consultation with legislative standing committees to undertake a study of the unemployment insurance trust fund and the financing provisions of the unemployment insurance law.
