SB 5941 - DIGEST

     Authorizes counties to coordinate the many responsibilities for water resources planning, management, permitting, and funding on a watershed or island-wide basis.

     Emphasizes local accountability, consistency with growth planning activities, and protection of the public health and the environment in a cost efficient manner.

     Encourages the use of the cooperative process stated in the Chelan Agreement.

     Provides for the combining of funding sources.
