     Declares that all fish, shellfish, and wildlife species should be managed under a single comprehensive set of policies, and that the commission should perform that function.

     Gives the commission a greater role in the selection of the director of the agency by interviewing candidates and providing the governor with a list of candidates from which the director shall be selected.

     Provides for a more limited authority for the director of the agency.
