SB 5951 - DIGEST

     Authorizes the development agreements to provide assurance to an applicant that upon government approval a project may proceed in accordance with existing policies and regulations.

     Declares that the development agreements will strengthen the public planning process, encourage private participation and comprehensive planning, and reduce the economic costs of development.
