     Specifies circumstances when the granting of an easement for ingress and egress over public property that is held as open space is not an alteration subject to the requirements of RCW 58.17.215.

     Requires a public hearing after notice to the property owners.

     Allows the dedication of an area of less than two acres for use as a public park in the name of a deceased individual of good character.
