SB 5959 - DIGEST

     Ensures the security of document transmissions using common carrier, broadcast, and computer technologies.

     Declares an intent to:  (1) To minimize the incidence of forged digital signatures and enable the reliable authentication of computer-based information;

     (2) to enable and foster the verification of digital signatures on computer-based documents;

     (3) to facilitate commerce by means of computerized communications; and

     (4) to give legal effect to the general import of the following and other similar standards:

     (a) standard X.509 of the international telecommunication union and

     (b) standard X.9.30 of the American national standards institute.
