     Declares that agreements negotiated under a public-private initiatives program will not bestow on private entities an immediate or vested right to construct and operate the proposed transportation facilities, but should establish the conditions under which the private developer may participate.

     Establishes requirements for a public involvement process to identify prospective projects.
