     Authorizes counties with a population of one million or more to impose an admissions tax of five percent on admission charges for designated places and events.

     Authorizes the county to impose a sales and use tax on retail car rentals at five percent of the rental value.

     Directs the lottery commission to authorize and conduct an instant ticket game four times annually, the proceeds to be deposited into the baseball stadium construction account.
