     Revises RCW 77.12.720 to delete the requirement that an applicant for funds from the firearms range account be registered as a nonprofit organization with the internal revenue service.

     Requires priority for projects for noise abatement and safety improvement in the award of grants.

     Declares that these kinds of grants will be matched on a two-for-one basis.
