     Implements the recommendations contained in the report to the legislature dated July 1, 1995, entitled "Enhanced 911 Excise Taxes" to insure long-term funding of the enhanced 911 emergency telephone systems.

     Grants immunity from civil liability to emergency communications systems and their employees except for acts or omissions constituting gross negligence or wanton or willful misconduct.
