     Requires a notice of a finding of financial responsibility to state that a parent may challenge the presumption of paternity.

     Authorizes the presumption of paternity to be rebutted in an appropriate administrative hearing.

     Requires the issue to be determined in a superior court, if the hearing officer finds the evidence presented to be credible.
