     Authorizes the issuance of special license plates and directs the proceeds from sale of the plates into the pet population control account.

     Directs the secretary of state to establish a pet population control program to provide for low-cost spaying and neutering services.

     Authorizes reimbursement to veterinarians for providing the services to pets of eligible individuals.

     Requires a report by December 15, 1997, on the operation of the program.
