     Revises RCW 80.28.060 to authorize an additional fourteen-day public comment period on changes in rates.

     Pertains only to water companies under UTC jurisdiction and only when a rate increase is recommended.

     Provides that capital expenditures of more than fifteen thousand dollars requires a call for bids.

     Authorizes projects of up to one hundred thousand dollars to be awarded through a small works roster.
