SB 6197 - DIGEST

     Declares a policy to facilitate the impoundment of water during the time that excess waters are available for release and use during the time that water supplies are inadequate to fulfill the needs.

     Directs the department to process, as a matter of high priority, applications for water rights, filed pursuant to RCW 90.03.250 or 90.03.380, that include the impoundment of water.
