     Establishes a misdemeanor offense for operating a motor vehicle in a negligent manner and exhibiting the effects of having consumed liquor or an illegal drug.

     Establishes a traffic infraction for negligent driving in the second degree.

     Requires a report on the number of charges and reduced charges under the act by October 1, 1998.

     Revises provisions regarding the offense of driving without a license.
