     Removes the misdemeanor offense for driving without a license and for operating a motor vehicle in a negligent manner and imposes penalties as set by the supreme court under RCW 46.63.110, or community service.

     Establishes a misdemeanor offense for operating a motor vehicle in a negligent manner and exhibiting the effects of having consumed liquor or an illegal drug.
