     Provides that permitting and regulatory actions related to habitat that occur under chapter 90.48 RCW shall allow advanced compensatory mitigation for development actions that are consistent with the mitigation element of a development plan.

     Allows a decision to be appealed to the pollution control hearings board pursuant to RCW 43.21B.110.
