     Establishes provisions for voluntary spending limits.

     Declares that the court or the legislature shall presume that a material and substantial violation of this chapter has affected the outcome of the election and shall declare the election void.

     Requires notification regarding candidates who decline to accept the voluntary limits.

     Establishes limitation on political action committees.

     Provides for improved accountability methods.

     Requires a report on the disposition of all complaints received, as well as a summary of enforcement actions.

     Prohibits the use of campaign funds to pay fines under the act.

     Requires a candidate to declare which office is being sought before accepting funds.

     Requires return of unspent funds to the contributors or to a charity.
