(DIGEST AS ENACTED)

     Authorizes approval of off-site mitigation proposals for hydraulic projects which will provide the most benefit to the fish resource.

     Authorizes an appeal to the hydraulics appeals board when an off-site mitigation proposal is denied or rendered unpracticable by conditions imposed by the department.
