     Revises procedures for the submission of an application for a water right permit.

     Revises notice of receipt of application requirements.

     Provides that the burden of proof is on the person filing an appeal of a department decision to the pollution control hearings board.

     Authorizes one member of the board to hear the appeal.

     Designates what will constitute "good cause" for a failure to complete work within the prescribed period.

     Encourages the filing of a consolidated application for a complex project.

     Requires the establishment of streamlined procedures for processing de minimis appropriations of surface water.

     Establishes a register that identifies, by water resource inventory area, applications for new water rights, and transfers and changes of rights.
