(DIGEST AS ENACTED)

     Extends the operative date for the permits to January 1, 1997, instead of July 1, 1996.

     Authorizes persons who have completed a training program after July 1, 1993, but before July 1, 1995, to be issued a class 13 permit upon providing proof of the completion.
