(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Directs the association of sheriffs and police chiefs to assemble a study group to evaluate and make recommendations to the legislature regarding the commission's mission, duties, and administration.

     Provides that the act shall be null and void if appropriations are not approved.
