     Creates the future law enforcement officers training program.

     Directs the association of sheriffs and police chiefs to assemble a study group to evaluate and make recommendations to the legislature regarding the commission's mission, duties, and administration.

     Establishes the future law enforcement officers conditional scholarship program and establishes a planning committee to develop criteria for the screening and selection of recipients of the scholarships.

          Provides that the act shall be null and void if appropriations are not approved.
