     Transfers all powers, duties, and functions of the state energy office relating to the commute trip reduction program to DOT.

     Requires a report on this transfer.

     Transfers all powers, duties, and functions of the state energy office relating to energy efficiency in public buildings to GA.

     Designates procedures for the compensation and early retirement for energy office employees.

     Repeals various provisions.
