     Transfers all powers, duties, and functions of the state energy office relating to energy resource policy and planning and energy facility siting to CTED.

     Transfers all powers, duties, and functions of the state energy office relating to implementing energy education, applied research, and technology transfer programs to WSU.

     Transfers all powers, duties, and functions of the state energy office relating to the commute trip reduction program to DOT.

     Requires a report on this transfer.

     Transfers all powers, duties, and functions of the state energy office relating to energy efficiency in public buildings to GA.

     Designates procedures for the early retirement for energy office employees or access to various state benefits.

     Repeals various provisions.
