     Declares that the purpose of the act is to encourage individuals with knowledge of false claims against state government to provide that information to the state and bring civil actions against violators without fear of reprisal or retaliatory action.

     Declares an intent to deter persons from knowingly causing or assisting in causing state government to pay claims that are false and to provide remedies for obtaining treble damages and civil penalties for state government.
