     Declares an intention that implementation of the growth management act focus on locally developed and locally implemented strategies to manage population growth, rather than planning based on decisions made at the state or regional level.

     Directs the attorney general to provide legal assistance to a city or county in any appeal of a board decision in superior or appellate court.
