     Specifies the information to be provided by the voter's pamphlet.

     Requires separate, specially appointed six-member committees to write and submit arguments advocating the approval or rejection of each state-wide ballot issue and rebuttals of those arguments.

     Establishes the maximum number of words for statements submitted by candidates.

     Repeals provisions of chapters 29.80 and 29.81 RCW.
