     Declares that the legislature intends this act to accomplish the following:  (1) Expand the availability and effectiveness of preservation services through the use of paraprofessional workers and community support systems, on a cost-effective basis;

     (2) improve the quality of preservation services by ensuring follow-up services;

     (3) increase the amount of time preservation services are made available to a family; and

     (4) increase the overall cost-effectiveness of the services.
