     Creates the international education and exchange council as a public-private partnership.

     Authorizes the council to establish a private nonprofit corporation specifically to foster the exchanges.

     Provides for a pilot international trading partners program.

     Provides for an international contact data base.

     Creates the international exchange scholarship program.

     Provides for the establishment of an advisory committee to assist in program design and to develop criteria for an international students internship program.
