     Directs state agencies to plan for and implement processes for making information available electronically.

     Encourages agencies to provide electronic access on a two-way, send and receive basis.

     Specifies mechanisms for allocation of costs and fees.

     Provides for the design and implementation of a pilot government information locator system.

     Provides for the accuracy, integrity, and privacy of data.

     Provides that the act shall be null and void if appropriations are not approved.
