     Requires the inclusion of policies for interjurisdictional development and implementation of land-use planning tools such as transfer of development rights, clustering, and wetland banking, that will both minimize the impact of development regulations on private property owners and facilitate the protection of agricultural, forest, and mineral resource lands and critical areas within the county.
