Creates in the department the classification of social worker V.
Designates the qualifications and duties of the classification.
Directs the Washington state institute for public policy to conduct or contract for monitoring and tracking of this act to determine whether these efforts result in a measurable reduction in caseloads, increased capacities and efficiencies of caseworkers, and improved resolution of cases. The institute shall report its findings to the governor and legislature by December 1, 2003.
Revises the definitions of RCW 26.44.020.
Creates a family and children's services ombudsman within the Governor's office.
Creates a legislative ombudsman committee.
Designates the qualifications and duties of the ombudsman.
Requires community networks to develop a strategic plan for the decategorization of appropriate programs.
Requires the development of a plan for examining the structure and delivery of services to families and children.
Requires an examination of DSHS by the University of Washington.
Creates a legislative task force to examine the issues of drug use as it relates to abuse of a child.
Makes appropriations to carry out the purposes of the act.
