     Declares that "caseload," as used in this act, means the number of persons expected to meet entitlement requirements and require the services of the aid to families with dependent children program, the psychiatric hospitalization programs, the medical assistance program, programs for long-term care for persons with functional disabilities, state correctional institutions, state institutions for juvenile offenders, the common school system, and other state-funded programs as determined by the council.
