(DIGEST AS ENACTED)

     Revises provisions relating to agreements, advisory vote procedures, and funding for all projects under the public-private transportation initiatives program.

     Requires a vote on any preferred alternative.

     Authorizes DOT to enter into a contract with a developer to conduct the work necessary to identify the preferred alternative, but is prohibited from entering into a franchise agreement prior to the advisory vote.
