     Provides that a claimant may defer payment of either special assessments or real property taxes, or both, on property that is reduced in value under chapter 84.70 RCW for the year.

     Creates the flood victim's relief account to reimburse taxing districts for the deferred taxes.

     Transfers five million seven hundred forty thousand dollars from the general fund into the account.
