(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Proposes an amendment to Article VII, section 2 of the state Constitution to authorize the state to collect property tax for the purpose of funding state fire protection services.

     Limits the amount to no more than two cents per thousand dollars of assessed value per year.
