     On page 2, after line 29, add the following:

     "NEW SECTION Sec. 4.  A new section is added to chapter 59.18 RCW to read as follows:

     Section 2 of this act does not apply to local laws that are intended to protect tenants from discrimination on the basis of political ideology, sexual orientation, ancestry, age, parental status, or participation in a program under section eight of the United States Housing Act of 1937 (42 USC 1437(f)).  For the purposes of this section "sexual orientation" means actual or perceived male or female heterosexuality, bisexuality, homosexuality, transsexuality, or transvestism and includes a person's attitudes, preferences, beliefs and practices pertaining thereto.@

EFFECT:  Exempts from preemption the enactment of local laws that are intended to protect tenants from discrimination on the basis of political ideology, sexual orientation, ancestry, age, parental status, or participation in the federal section eight housing program.
