     (j) Vehicles that are less than five years old or more than twenty-five years old.  This subsection (j) shall take effect on January 1, 2000@

 

     On page 7, after line 7, strike all of section 7 and insert the following:

     ANEW SECTION.  Sec. 7.  The department of ecology shall evaluate changes to the motor vehicle emission inspection program made in section 6(2)(j) of this act and other options that meet air quality objectives and lessen the effect of the program on the motorist.  The department shall consider air quality, program costs, and motorist convenience in its evaluation and make recommendations for changes to the program to the appropriate standing committees of the legislature by January 1, 1999.@

EFFECT: The amendments: (1) restrict the review made by the scientific advisory board to a review of plans that would expand the area subject to a motor vehicle emission inspection and maintenance (I&M) system rather than plans to create or expand such a system; (2) exempt certain newer and older vehicles from the I&M program as a licensing or license renewal requirement, beginning January 1, 2000; and (3) replace a provision of the bill specifying the test boundaries for southwest Washington with one requiring that the Department of Ecology examine the exemption provided for newer and older vehicles and other options for meeting air quality objectives and lessening the I&M program=s effect on motorists and to report to the Legislature regarding the examination.
