EFFECT:  This amendment makes the following changes:

(1) Restores current law allowing local health departments or districts to be involved in random compliance inspections; (2) deletes authority for retail licensees to use minors to conduct compliance inspections; (3) Restores the current maximum percentage of funds available to both the Liquor Control Board and local health districts from the Youth Tobacco Prevention Account.  The Liquor Control Board may receive up to 30 percent and the local health districts may receive up to 70 percent; (4) restores the ability of the Department of Health to contract with local community agencies to develop tobacco intervention strategies; and (5) deletes language that prohibits private groups or individuals from using money received from the Youth Tobacco Prevention Account for lobbying or public relations services.
