     On page 5, line 10, strike all of section 4 and insert the following:

     "NEW SECTION. Sec. 4.  Sections 2 and 3 of this act take effect July 1, 1998."

EFFECT:  The delayed effective date of July 1, 1998 applies only to sections 2 and 3 of the act.  Section 1 takes effect 90 days after session.
