    On page 2, after line 6, insert the following:

    "NEW SECTION. Sec. 2.  If specific funding for the purposes of this act, referencing this act by bill or chapter number, is not provided by June 30, 1997, in the omnibus appropriations act, this act is null and void."

    Correct the title accordingly.

EFFECT:  Makes the bill null and void unless funding is provided in the budget.  Under I-601 the legislature may not impose new or expanded duties on local government unless local government is fully reimbursed by specific appropriation by the state.
