     On page  2, after line 11 of the amendment, insert:

     ANEW SECTION.  Sec. 3.  If any territory is removed from one school district and transferred to another school district under section 2 of this act, the amount of money that the state provides to each of these two school districts for general operating and maintenance purposes shall be adjusted for the two calendar years following the removal and transfer of territory.  During each of these two years, the amount of money that the state provides to the school district from which the territory was removed shall be increased by one hundred twenty-five thousand dollars and the amount of money that the state provides to the school district to which the territory is transferred shall be reduced by one hundred twenty-five thousand dollars.

     The state board of education shall adopt rules relating to these funds, that shall include provisions to insure that the moneys so reduced from a school district shall be from the moneys provided to a school district for general operating and maintenance purposes, not associated with any specific programs or basic education, and that the additional moneys so provided to a school district shall be for any operating and maintenance purposes.@

EFFECT: Reduces the amount of state moneys provided to a school district that has territory is so transferred to it by $125,000 for each of two calendar years following the transfer of the territory and increases the amount of state moneys provided to a school district from which territory is so removed by a like amount for each of two calendar years following the removal of such territory.  The moneys that are reduced are moneys provided for general operating and maintenance purposes, but not basic education, and the moneys so increased, may be used for general operating and maintenance purposes.
