EFFECT: Expands the situations when a potential voter referendum is allowed on a proposal to annex under the direct property owner petition method of annexation. Such a voter referendum is allowed if the population of the area proposed to be annexed is at least two percent of city=s population or 50 persons, whichever is greater, rather than five percent of the city=s population or 100 persons, whichever is greater.
