     On page 22, after line 28, insert

ANEW SECTION.  Sec. 205.  A new section is added to chapter 48.43 RCW to read as follows:

     As of January 1, 1998, every health carrier that offers a managed care plan, as defined by the commissioner in rule, shall offer a point of service plan option whereby a covered person may elect to receive plan health services from a health care provider not contracting with the carrier under the covered person=s plan.  The carrier may charge the covered person an additional cost for receiving such services in a manner determined in rule by the commission.@

Renumber the remaining sections consecutively.

EFFECT:  Requires carriers to permit covered persons to use out-of-plan providers at an additional cost.
