    On page 4, after line 9, insert the following:

    "NEW SECTION. Sec. 4.  A new section is added to chapter 43.20A RCW to read as follows:

    The secretary or the secretary's designee may purchase services from nonprofit agencies for the sole purpose of conducting home studies for legally free children who have been awaiting adoption finalization in foster or group care."

    Renumber the remaining sections consecutively, correct any internal references accordingly, and correct the title.

EFFECT:  Authorizes the secretary of the department of social and health services to purchase home studies for legally free children in foster care who have been awaiting a permanent adoptive home.
