     On page 2, beginning on line 1, after "voters" strike all material through "Pioneer" on line 2 and insert "in Whatcom"

EFFECT:  The issue of creation of Pioneer County shall be submitted to the voters of Whatcom County, rather than the voters residing within the boundaries of the proposed Pioneer County.
