     On page 4, line 12 of the striking amendment, after Acenter.@ insert AIf the public stadium authority or team affiliate elects to use the alternative public works contracting procedures, the public stadium authority or team affiliate shall abide by all of the applicable requirements of, and follow all the applicable procedures within,  chapter 39.10 RCW.@

     On page 5, line 17 of the striking amendment, after Adevelopment.@ insert AThe bidding specifications, requirements, and other aspects of development shall be consistent with all public works requirements applicable for the county in which the public stadium authority is created, including applicable requirements of chapter 39.04 RCW, chapter 36.32 RCW, and chapter 39.10 RCW.@

     Beginning on page 28 of the striking amendment, strike all of sections 401, 402, and 403. 

     Renumber the remaining sections consecutively, and correct internal references.

EFFECT: Eliminates the exemptions from competitive bidding and public works requirements.
