     On page 41, line 28 of the striking amendment, after Apeople.@ insert the following:

AAdoption and ratification of the referendum in this section requires an affirmative vote of three-fifths of the voters voting on the referendum.@

EFFECT: To pass, the referendum must receive 60% of the vote.
